STORY
PREMISE
Big City: The most diverse and special city in the world. Its big enough to classify as its own country and therefore houses tons of different people.
As times seem bright, a gigantic spike in criminal activity occurs, with methods even more unexplainable than reasons: A lot of people seem to be infected with all kinds of superpowers and without knowing what to do, they use them for egotistical reasons. Robberies, destruction, ... This whole thing is basically as if you gave a child a gun. Things are a mess.On the other side of the city live two boys: Melvin and Felix, who have recently discovered their own abilities. They are your typical nerds in class and therefore you'd think that them getting special abilities would be the best day of their lives. They do however get... let's say absolutely useless powers.
Luckily though, the special police force SAIS still takes interest in them, which is where everything starts off.
POWER SYSTEM
POWERS
Special abilities appear in a way similar to diseases where they can stay for just a few days or a whole life. However, if both parents are "infected" there's a high possibility of their child being born with one. They seem to be somewhat connected to dreams, so a person not born with one can only gain their power while sleeping. Thanks to the concept of being connected to dreams, abilities are individually customizable, assuming their owner has a wide enough fantasy to expand their kit.
You can recognize a person with powers by their white pupils, though there have been reports of some hiding those with contact lenses, etc.MAGIC OBJECTS
In this world not only humans can gain powers but also literal objects. They're just referred to as "magical objects". Funnily enough there have not been reports of animals having special abilities, however. So as far as we know only humans and objects can have them. The reason the world doesn't just sink into chaos because of a random rock exploding somewhere is because objects need humans to get... activated. That's also the reason why most magic objects you will encounter (if you even do so) are weapons.
SAIS
The Special Ability Investigation Squad, or short: SAIS
Four plus one people who were actually either born with special abilities or have developed them early on in life, proving that the recent incident has not completely introduced them to the world, but that people with special abilities have always been there and just lived on the down low, as you could put it.
SAIS is a special police force that has existed for years but only got active recently when the supernatural things have started to publicly happen. You'd think that people with superpowers would be more used, but SAIS is kind of a special case.MEMBERS

BLACK BLOODS
When the infectious superpowers have started spreading it didn't take long for criminal groups to form. The most infamous of them being the "Black Bloods", an ever growing mass of people coming out at night and terrorizing any city district they can find. Their unofficial leader is called Kirika, a young girl who doesn't even have any powers but enjoys the ruckus so much she steals the show every time. She also gave the group its name, though there is not much reason behind it other than it "sounding cool".
They're the main reason why SAIS was put into action.MEMBERS

KAGESAME CLAN
The Kagesame Clan is one of the most influential mafias in the world. Thanks to being led by people with special abilities there is not many organizations who stand a chance against it, therefore they easily migrated into Big City not too long ago.
You can often recognize a member by their black hair. It is also to be noted that the KC is known for having relatively young members, due to their boss, Icran Kagesame only being 21 himself.MEMBERS

Simply anyone who has to do with the famous idol BLC, also known as Alex Kemuri. He can always count on his mischievous but reliable manger, Nora to get him out of the spotlight when necessary. There also is Yasuo, a kid who just... hangs out with them. Kemuri couldn't get rid of him so he just lets him live with them, despite the boy causing trouble left and right.MEMBERS
